GENERAL SANTOS CITY. In a bid to formally recognize the full execution and notarization of the memorandum of agreement (MOA) establishing the Silway River Watershed Management Council (SRWMC), the Community Environment and Natural Resources Office (CENRO)–General Santos City spearheaded the council’s second meeting with morning and afternoon sessions were presided over by the City Environment and Natural Resources Office (City ENRO) and the Environmental Management Bureau (EMB) XII, respectively, on July 6, 2026, this city.

The highlight of the meeting was the formal recognition of the fully executed and duly notarized SRWMC Memorandum of Agreement (MOA). Following a series of consultations, corrections, revisions, and one-on-one engagements with the concerned member institutions, the MOA was successfully finalized and signed by the council members, which marked a significant milestone in strengthening the institutional and legal foundation of the SRWMC. The executed MOA serves as the formal and binding framework that defines the roles, responsibilities, commitments, and collaborative arrangements of the council members in protecting, rehabilitating, and sustainably managing the Silway River watershed.

 

Further, updates on previously approved resolutions, membership acceptance of invited institutions, environmental monitoring results, solid waste management compliance, inventory and protection of water sources, and the proposed adoption of specific watershed areas for rehabilitation were also presented, including the Manual of Operations, Integrated Watershed Management Plan, Work and Financial Plan, organizational structure, committees, Technical Working Group, and Watershed Management Planning Team, which were likewise presented.

Through the MOA, the SRWMC reaffirmed its commitment to coordinated governance, shared accountability, science-based planning, and sustained partnerships. The Council emphasized that the agreement will guide its members in implementing unified ridge-to-reef interventions toward a resilient, protected, and sustainably managed Silway River watershed for present and future generations.
